Um, first you may want to double check the facts on Katrina coverage, especially considering the strength of the storm. And, please if you're going to call someone ignorant at least start the next sentence spelled correctly- it's "incase" not "encase."
Actually, it's not FEMA's initial responsibility to evacuate. You may want to read about the functionality of FEMA. They are not a first response organization, the order to respond must be fed through a chain-of-command which starts at the local level. If Naggin dropped the ball, that is not FEMA's fault. If the ball was dropped up the chain, which it was during Katrina, how could anyone expect FEMA to respond in an organized manner...oh, yeah, forgot N.O.'s expect alot more than the average citizen living in the coastal area. If I remember correctly Katrina became the hurricane that hit N.O., but what about the five other states? Hmmm...
So, if it seems like FEMA is doing a better job for Texans, well they probably are because the local chain-of-commands followed proper protocol. They didn't wait and they didn't need to be in the spot for publicity. They did their jobs for the citizens.
